  16. <p>Beijing's anti-democracy attacks finally shake the Hong Kong
  17. markets

  19. <p>    An ominous warning from the highest-ranking Chinese official
  20. yet to speak out against Governor Chris Patten's democratic
  21. reforms finally sent Hong Kong's key barometer of confidence, the
  22. heretofore spook-proof stock market, plummeting nearly 8%. From
  23. London, where Patten coincidentally got a ringing endorsement
  24. from his friend Prime Minister John Major, Zhu Rongji, the
  25. otherwise reform-minded Vice Premier and likely successor to
  26. hard-line Premier Li Peng, said the plans violate the bedrock
  27. 1984 Sino-British Joint Declaration preserving Hong Kong's
  28. capitalist ways after the 1997 hand over. He added darkly,
  29. "People ask whether we have to stick to the Joint Declaration,
  30. or whether it should go with the wind."

  32. <p>    Zhu's tough remarks are serious. Such a direct warning
  33. from China's most cuddly communist was "carefully measured,"
  34. said a Chinese analyst in Beijing, and proves that reformists
  35. and conservatives agree on the issue. "China," said the
  36. analyst, "will never give in to Patten's proposals." Time is on
  37. China's side, as 1997 quickly approaches. Patriarch Deng
  38. Xiaoping has reportedly urged an unbending stance, advising, "Do
  39. not fear tension." The colony should brace for more of it.
